With cash usage declining across Europe, many visitors without Visa cards have faced <a href=\"https:\/\/www.reuters.com\/business\/finance\/visa-only-games-highlights-europes-payments-headache-2026-02-15\/\" target=\"_blank\" rel=\"noreferrer noopener\">long ATM queues<\/a> to access funds.<\/p>\n\n\n\n<p>While such logistical challenges are not unusual at major events, they highlight Europe\u2019s resilience on foreign payment providers\u2014a dependence that has disquieted many EU leaders. This has fueled increasing calls for a stronger, independent payments infrastructure to reinforce the EU\u2019s standing as a global financial services hub.<\/p>\n\n\n\n<p>\u201cThe Olympics has been Visa-only since that marketing deal started way back when, but now they&#8217;re shoved into the spotlight because of global affairs, so they are scrambling to install ATMs and let people use cash,\u201d said <a href=\"https:\/\/javelinstrategy.com\/our-team\/don-apgar-0\">Don Apgar<\/a>, Director of Merchant Payments at Javelin Strategy &amp; Research. \u201cBanks in the EU issue Visa- and Mastercard-branded credit and debit cards just like they do in the U.S; Visa and Mastercard are global brands but are headquartered in the U.S.\u201d<\/p>\n\n\n\n<p>\u201cWith everything that&#8217;s been happening with NATO, Ukraine, Greenland, etc., now the EU is wondering if their payments system could be at risk if the U.S. does something that makes Visa and Mastercard unavailable to the EU, or at a minimum less desirable for EU banks and consumers,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-digital-alternative\">A Digital Alternative<\/h2>\n\n\n\n<p>Although there is no indication that changes to card networks are imminent, financial services are increasingly a focus for EU lawmakers. The rapid rise <a href=\"https:\/\/www.paymentsjournal.com\/stablecoins-and-the-future-of-b2b-payments-faster-cheaper-better\/\">of U.S.-dollar-backed stablecoins<\/a> has also raised concerns about the euro\u2019s role in global transactions.<\/p>\n\n\n\n<p>The emergence of stablecoins has intensified discussions around a central bank digital currency (CBDC). However, progress <a href=\"https:\/\/www.paymentsjournal.com\/eu-institutions-challenge-the-merits-of-the-digital-euro\/\">toward a digital euro<\/a> has been arduous, with ongoing debates about security and the necessity of the digital asset.<\/p>\n\n\n\n<p>Despite these challenges, the European Central Bank plans to launch a digital euro by 2029, contingent on establishing an appropriate regulatory framework. If successful, the CBDC could debut just ahead of the 2030 Winter Olympics in France.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-protecting-from-the-splatter\">Protecting from the Splatter<\/h2>\n\n\n\n<p>The EU\u2019s concerns extend beyond Olympic souvenir payments. Lawmakers recently met to discuss a <a href=\"https:\/\/www.paymentsjournal.com\/eu-leaders-consider-comprehensive-payments-plan-for-the-euro\/\">comprehensive payments plan<\/a> that would include a euro-backed stablecoin, tokenized deposits, and a focus on ensuring that all lending and aid efforts are denominated in euros.<\/p>\n\n\n\n<p>These discussions followed a landmark trade deal with India that carried significant <a href=\"https:\/\/www.paymentsjournal.com\/linking-payments-infrastructure-is-a-key-component-of-india-eu-deal\/\">financial services implications<\/a>. Collectively, these initiatives signal that payments stability is a top priority for EU leaders.<\/p>\n\n\n\n<p>\u201cThere&#8217;s also nervousness in the EU about U.S. debt at $31 trillion and growing fast, based on tax cuts and spending in the U.S. right now,\u201d Apgar said. \u201cMany U.S. bondholders are EU countries who are unwinding their U.S. investment positions.
